Short Description:
Administrative Support coordinators will travel to school districts
with a DESE staff member to conduct on-site reviews validating and
documenting on family incomes related to Low Income Data
Collection.
Complete Description:
The Department of Elementary and Secondary Education (DESE) is
looking for temporary staff to conduct on-site reviews in school
districts and Client schools to validate documentation on family
incomes that school districts and Client schools collect as part of
the Supplemental Low-Income Data Collection. We anticipate that we
will be conducting these on-site, in-person reviews around the
state starting in late November 2022 into December 2022.
Background:
Under the Student Opportunity Act (SOA), a Massachusetts state
education funding reform law passed in 2019, the Department is
required to identify eligible students up to 185% of the Federal
Poverty Level (FPL) for the purpose of determining Chapter 70 aid
(state education funding) and Client school tuition payments. The
Department identifies almost all low-income students through a
student-level match with databases for state public assistance
programs, but there is a small number of students who would
otherwise qualify that are not identified through this process. In
response, the Department created the Supplemental Low-Income Data
Collection to give school districts and Client schools the
opportunity to claim low-income students who are not being
identified through the match.
School districts and Client schools that chose to participate in
the Supplemental Low-Income Data Collection are required to collect
Supplemental Low-Income Data Collection Forms along with supporting
documentation from the families of students who may not be
identified as low-income through the match with state databases.
Once school districts and Client schools collect the required
documentation from families, they can claim unmatched students that
qualify as low income under the 185% FPL standard on their district
or school s fall enrollment report to the Department. The
Department will then verify the documentation for each student
claimed through on-site reviews.
Job description:
Temporary staff will work in conjunction with DESE staff to conduct
on-site reviews of Supplemental Low-Income Data Collection Forms
and supporting documentation to determine whether the students
claimed qualify to be counted as low-income for state aid or Client
tuition purposes.
During each site visit, reviewers will review each Supplemental
Low-Income Data Collection Form collected by the school district or
Client school to determine whether each form was properly completed
and verify that the income reported on the supporting documentation
provided by the family falls below the qualifying threshold based
on the household size.
