Job Description:

The Office of District and School Finance (ODSF) administers state aid and reimbursement programs and provides technical support to local districts in the areas of accounting, auditing, budgeting, financial reporting and reimbursement programs. The person who holds this position is responsible for a number of fiscal oversight, data management, and data analysis functions in the unit.

The Sr. Fiscal Analyst manages the transportation reimbursement program. This includes calculating entitlements based on data reported by local school disctricts in their annual filing of th End of Year Financial Reports (EOYR), analyzing and editing reported data and following up on anomolies. The Sr. Fiscal Analyst will calculate reimbursements based on their analysis. They will also manage other aspects of End of Year Report data from the planning of the annual report, providing technical assistance to school districts, and editing reports submitted.

The selected individual will successfully execute the following duties:

Manage the unit's End of Year Report (EOYR) data, which is the expenditure report that school districts submit each year;

Develop EOYR workbooks and reviewing EOYR submissions;

Manage the Access database used to maintain and analyze EOYR data, including troubleshooting and writing Visual Basic routines;

Play a significant role in ongoing efforts to improve the EOYR collection process, including making changes to the data that we collect, how we collect it, and how we manage it;

Work with the School Business Services, providing analysis, data management, and policy recommendations regarding the Special Education Circuit Breaker program;

Implementation of the recently enacted Student Opportunity Act (SOA), which significantly expands state aid for school districts and requires the Department to implement a number of changes to the Chapter 70 and Circuit Breaker programs;

Support annual claiming, training processes and calculation of the Circuit Breaker reimbursements;

Contribute to developing and implementing a new methodology for counting low income students;

Expand the Center's capacity to respond to a number of other provisions in the law, including supporting federal grant requirements relating to Maintenance of Effort provisions of various federal grants;

Provide direct support to our regional governance program unit, including analyzing expenditure and budget data to respond to questions related to the administration of regional school district agreements

Preferred Qualifications:

The successful individual will possess the following qualifications:

Strong interest in education and school finance issues;

Strong data management and analysis skills, including expert knowledge and skills with Excel and Access, including writing Visual Basic macros;

Strong communication skills (both written and verbal);

Ability to communicate effectively with a wide variety of audiences, including state policy makers, agency leaders, district leaders, and the general public;

Ability to analyze, synthesize, and communicate complex information to a wide range of audiences;

Knowledge of finance principles and practices and methods of general report writing;

Experience in local or state government budget planning or administration;

Experience and ability in interpreting legislative and regulatory language;

Ability to read and interpret data, including financial reports, accounts and ledgers, economic indicators, and student enrollment and demographic data, to draw conclusions and made recommendations;

Ease in dealing with a wide range of local, state, and federal officials, researchers, and the general public;

Ability to prioritize tasks and meet deadlines without sacrificing accuracy;

Fluency in basic statistics, measures of central tendency, range and longitudinal comparisons;

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results) or (B) any equivalent combination of the required experience and substitutions below

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

IV. A Doctorate degree in a related field may be substituted for the four (4) years of the required experience.
