Please note that pursuant to Massachusetts General laws, contracted employees are not paid for the eleven scheduled holidays, do not receive any paid vacation, personal leave benefits or cntribute to the state retirement system or social security. The SSoS provides assistance to schools and districts to raise student performance and turn around their lowest performing schools. Linked with federal accountability requirements, as well as state accountability requirements, the SSoS targets improvement in the state's schools with performance at the 10th percentile and below in the aggregate and/or with low performance in student subgroups.

The SSoS includes two regional assistance teams (West/Central & Coastal) that provide direct support to schools and districts across the Commonwealth. Each regional team is overseen by a regional director and is comprised of assistance leads, data specialists, and content specialists that work in teams to directly support schools and districts. This CCTE Assistance Lead will work with schools and districts in West/Central region, extensive travel will be required.

CCTE Assistance Lead: The CCTE Assistance Lead will be an educator with secondary experience who will act as a bridge between the Statewide System of Support office and the Office for College, Career, and Technical Education within the MA DESE. The Assistance Lead will participate in SSoS targeted assistance with a specialization in CCTE. Assistance will be provided through collaboration with DESE and district staff in schools, with initial collaboration primarily within DESE. This person will:

  • Have knowledge of CCTE and remain current in the domain
  • Be comfortable with data use for analysis and decision making and problem solving

Services provided by the CCTE assistance lead may include:

  • Maintaining an equity focus in all programming and targeted assistance work;
  • Providing feedback on school turnaround and improvement plans related to CCTE programming;
  • Providing support for comprehensive needs assessments and plan development newly required by the federal Strengthening Career and Technical Education in the 21st Century Act (commonly known as Perkins V);
  • Providing guidance on DESE tools and resources;
  • Assisting districts and schools with CCTE program planning;
  • Specializing in and/or contributing to the development of DESE networks, DESE priority projects/work, and/or other assistance resources as needs emerge.

Qualifications for CCTE Assistance Lead:

Secondary education experience at the high school or middle school level

Knowledge of:

  1. State and federal accountability and assistance requirements;

  2. Effective instructional practices and alignment to curriculum frameworks related to CCTE, with a preference for vocational experience in a Chapter 74 program, to support conducting high quality classroom observations;

  3. Education systems and structures;

  4. DESE and related research, tools, resources, grants, and professional development;

  5. Facilitation protocols and techniques that enable educators to plan and implement research and evidence based strategies for turnaround;

  6. Use of data to drive rapid and sustainable change; and

  7. DESE staff and vetted partners and their expertise that can be leveraged to address particular needs.


  1. A commitment to equity and racial equity in every aspect of the educational system.

  2. Interpersonal skills and characteristics necessary for working with a diverse group of educators and district teams through the challenging process of turnaround.

  3. Interpersonal skills and characteristics necessary for working on interdisciplinary teams and providing leadership to accomplish the teams' goals.

  4. A strong belief that all students can learn and achieve at high levels and that all schools and districts can create learning environments in which students can flourish.

  5. A willingness to challenge oneself and others to do whatever it takes to support schools and districts.

Skills and Capacities: Demonstrated experience in delivering the services listed above, including the following:

  1. Ability to engage in a variety of approaches to support district leaders to assess and support capacity to implement successful practices (instructional improvement, data, planning, feedback, etc.) that will rapidly improve student learning.

  2. Capacity to systemically and strategically communicate and motivate districts and schools to sustainably address challenges and rapidly improve school performance.

Priority will be given to candidates with experience in vocational technical education settings.

This is a contracted position until June 30, 2021. The extension of this contracted position is contingent upon funding availability and approval.
