ExemptGrade: 16The IT Enterprise Architect is a key leader on the
IT team responsible for understanding the MSBA's current technology
platform and providing recommendations for its future state,
including support of business processes, data, applications, and
technology ensuring alignment with the MSBA's overall strategies
and goals. This is a hands-on technical role and will include
designing, and implementing overall IT architecture strategy,
ensuring alignment with business goals and objectives. This role
involves analyzing current platforms and applications,
understanding the Authority's business and technology needs, and
developing future technology plans and roadmaps accordingly. This
strategic thinker will collaborate closely with the Director of IT
and senior members of the IT team to ensure the technology platform
is aligned and supports the MSBA's strategic goals.ESSENTIAL
FUNCTIONS AND RESPONSIBILITIES
- Develop and maintain the enterprise architecture vision,
strategy, and roadmap, aligning it with business objectives and
technology standards, guidelines and best practices.
- Understand the current state and provide recommendations for
the future state of the organization's IT platform, including
support of business processes, data, applications, and technology
and translate into technical solutions.
- In partnership with the Director of IT, lead conversations with
MSBA departments to understand the current and future
priorities.
- In collaboration with the Director of IT, draft, manage and
implement the IT Strategic plan to ensure alignment with MSBA
strategic goals.
- Responsible for communicating IT's system architectural plans
to all department heads and Executive team and provide monthly
updates on progress and challenges.
- Collaborate effectively with the Director of IT, Development
Lead, Sr. Network Manager, and additional IT staff to evolve and
implement the IT Strategic plan including future technology plans
and recommendations.
- Evaluate, identify and recommend areas for improvement in the
current IT platform and develop solutions to enhance efficiency,
flexibility, and functionality where applicable.
- Evaluate new technologies, make recommendations for their
adoption, and ensure they align with business needs and industry
standards.
- Provide guidance and technical expertise to the IT teams across
multiple disciplines and projects including system integration,
data management and application development.
- Work with the Development Lead to design, develop, test, and
implement component-based applications as necessary.
- Stay current and continue to maintain a strong understanding of
MSBA business processes and workflows to develop and align
technical strategies appropriately.
- Work closely with members of the IT Team and IT
Contractor/Consultants where applicable to leverage expertise, and
to ensure appropriate technology utilization and functionality of
work product.
- Act as a resource to IT team in adoption of IT architectural
principles and practices.
- Review and recommend selection of third-party software
platforms as needed including evaluation and implementation of
potential integrations.
- Support the operational strategies and priorities of the
Authority.
- Maintain professional and technical knowledge by attending
educational workshops; reviewing professional publications;
benchmarking state-of-the-art practices; participating in
professional societies.

- Interview, onboard, and train employees assigned.
- Lead employees to accomplish departmental and individual

- Communicate job expectations and establish, monitor, and

- Supervise and mentor employees and ensure compliance with MSBA
and department policies and procedures.REQUIRED KNOWLEDGE AND
SKILLS
- Bachelor's degree in management information systems, Computer
Science, IT Engineering, or a related field from an accredited
college or university.
- 10+ years of relevant professional experience working in a
complex IT environment including experience leading the design and
architecture of technology solutions.
- 7+ years in IT leadership and/or management positions.
- Strong expertise in cross-team communication and
collaboration.
- Experience with vendor/consultant management and system
integration.
- Proven experience in software development, data management, and
hosting best practices including technology languages, hosting
platforms, and system security.
- Proven hands-on experience in software development, design and
the various stages of the SDLC.
- Experience working with various development methodologies
including Agile, waterfall and hybrid type environments.
- Expertise in Microsoft technologies, including Azure
environments and apps.
- Experience with SQL Server, C#, development using Visual
Studio, including application development, implementation, and
testing.
- Excellent analytical, technical, problem solving and project
management skills with ability to coordinate complex projects with
competing priorities and deadlines. Proficient verbal and written
skills required to effectively communicate technical concepts to a
broad audience.
- Task driven mindset as well as effective multitasking and
follow-up skills.
- Must be self-directed, highly motivated, with a strong work
ethic and customer service approach.
- Professional interpersonal style: ability to work and build
trust with a diverse range of people.
- Ability to work both independently and as part of a

- Relevant Microsoft Certifications
- Masters in technical discipline
- Proficient with other client-side technologies such as AJAX,
etc...
- Experience with PHP and Drupal
- Proficient in object orient programming
- Ability to work with the Enterprise Library and a middle tier
architecture
- Ability to write WCF, web services and security
- Understand LINQ and comfortable using VSS and TFS source code
repositories
- Experience with hosting web applications and handling change
